Group policy preferences is where I'd start. However, I think I'd also change your process a bit. One, 60 icons is a boatload of icons on the desktop to be fair, I don't use any.

Two, does every machine need every package? Maybe there's room to improve there by trimming down what's installed. I can't imagine an image that has 60 desktop icons. In my mind, that sounds like HP bloatware, and is the reason I'd create an image in the first place. Depending on the requirements, use Group Policy Preferences to redirect the users desktops to the contents of pre-defined folders that contain the relevant icons for each set of computers.

These applications are required but the shortcuts are not. This is not bloatware. As I mentioned, each image is tailored to each department. Creating an image without AutoDesk is not an option.
